Is bureaucracy a hindrance to economic reforms in India?

Favor

  • The system in which bureaucrats work includes politicians and other factors which are affecting decisions made by bureaucrats in a huge way.
  • Basically as human being everybody is thinking about himself. They are taking decisions of their own benefits.
  • As laws have not been changed significantly, bureaucrats still play a major role in policies and processes, related with corporations. They have power to impact the businesses and few of bureaucrats take undue advantage of this power.
  • The way to successfully implement the reforms is to reduce the amount of paperwork and red tape involved.

Against

  • Bureaucracy is not at all hindrance because someone has to play this role.it is necessity.
  • Bureaucracy is a necessity no doubt, to have control over activities of private sector.
  • Rules and regulations that are laid down, have to be implemented and masses have to be looked after which is not possible without help of bureaucrats.
  • As a company requires people to run business, government also requires bureaucrats to run its affairs.

Conclusion

  • Bureaucracy is not a problem but problem is system in which bureaucrats work. System is corrupt. There is need to make policies more transparent and decision making should be lottery based or based on a group of people rather depending on single person.

Point: More than bureaucrats decision are based on ministers who definitely have less knowledge as compared to bureaucrats. It is, therefore, decisions be taken unanimously from majority of board members irrespective of cast, creed or class and for the benefit of common man and all this be so transparent that everyone can feel the worthiness of such decisions.

Point: its right.. bureaucrats are not the problem.. prblem lies in our system which is engulfed by corruption.. we hear cases of 2g scam where many are held eg A.RAJA. SUCH SCAMS WOULD NOT HAVE BEEN POSSIBLE IF THERE WOULD HAVE BEEN TRANSPARENCY IN OUR SYSTEM . DECISION MAKING POWER SHOULD NOT BE LIED IN ONE HAND ONLY IT SHOULD BE DISTRIBUED. BUREAUCRATS ARE ESSENTIAL IN COUNTRY LIKE INDIA WHERE RUNNIG GOVT. HAS TO ANSWER PEOPLE , OPPOSITION PARTY.TO WIN THE TRUST OF PEOPLE ONE NEEDS TO BE BUREACRAT.

Point: bureaucracy is not hindrance as depending on the abilities of person hierarchy has to be formed in which every person is different from each other, so this not system leading to corruption but its the system makers contributing to it.

Point: An recent example for corruption in burreacracy is Doctor who has done heart surjury for honourable prime minister is unable to renew his license for open heart surjury since one year even though all the necessary documents are submitted
