Lokpal Bill

Background

  • The Jan Lokpal Bill also referred as citizen's ombudsman bill.
  • The Jan Lokpal Bill aims to effectively deter corruption, readdress grievances of citizens, and protect whistle-blowers. If made into law, the bill would create an independent ombudsman body called Lokpal (Sanskrit: protector of the people). It would be empowered to register and investigate complaints of corruption against politicians and bureaucrats without prior government approval.
  • In April 2011, civil activist Anna Hazare started a Satyagraha movement by commencing an indefinite fast in New Delhi to demand the passing of bill. Movement attracted attention of media, and hundreds of thousands of supporters, in part due to the organizational skills of Arvind Kejriwal. Following Hazare's four day hunger strike, Indian Prime Minister Manmohan Singh stated that the bill would be re-introduced in 2011 monsoon session of the Parliament.

Features of proposed bill

  • To establish a central government anti-corruption institution called Lokpal, supported by Lokayukta at the state level. As in the case of the Supreme Court and Cabinet Secretariat, Lokpal will be supervised by the Cabinet Secretary and the Election Commission. As a result, it will be completely independent of the government and free from ministerial influence in its investigations.
  • Members will be appointed by judges, Indian Administrative Service officers with a clean record, private citizens and constitutional authorities through a transparent and participator process.
  • A selection committee will invite short-listed candidates for interviews, video recordings of which will thereafter be made public.
  • Every month on its website, the Lokayukta will publish a list of cases dealt with , brief details of each, their outcome and any action taken or proposed. It will also publish lists of all cases received by the Lokayukta during the previous month, cases dealt with and those which are pending.
  • Investigations of each case must be completed in one year. Any resulting trials should be concluded in the following year, giving a total maximum process time of two years.
  • Losses to the government by a corrupt individual will be recovered at the time of conviction.
  • Government office work required by a citizen that is not completed within a prescribed time period will result in Lokpal imposing financial penalties on those responsible, which will then be given as compensation to the complainant.
  • Complaints against any officer of Lokpal will be investigated and completed within month and, if found to be substantive, will result in the officer being dismissed within two months.
  • The existing anti-corruption agencies [CVC], departmental vigilance and the anti-corruption branch of the [CBI] will be merged into Lokpal which will have complete power authority to independently investigate and prosecute any officer, judge or politician.
  • Whistleblowers who alert the agency to potential corruption cases will also be provided with protection by it.

Point: According to me by using this lokpal bill we can able to control the corruption and we cannot completely eradicate the corruption.because already corruption went to very deep root in india.and also each and every file in goverment office not moving without money.not only the goverment but also the professionals getting money from public to complete the work.we cannot predict whether the bill is going to be efficient or not.but let us wait and see what is going to happen by this bill.

Point: I would also add that it should be needed to be very much corruptionless and trasparent activities of the lokpal members.bcoz most of the cases people or authority start with a genuine mentality but rare to continue.

Point: the topic brings into light that there are still people following non violent ways to force the government to create stringent laws even against the politicians but in vain the bill has not been brought into action yet. a big salute to Anna Hazare who has urged the Indian system to become more strong by addressing the issues of civilians against the bureaucrates.

Point: with power comes a great responsibilty. But if misused this can create a huge problem. When we dream of corrupt free India we should start from urselves. The day we would refuse giving/taking bribe will be the day we culd reduce corruption. Thus,Lokpal can be the first step towards it only when we start understanding and accepting this responsiblity to use authority in a positive way only then we can create corrupt free env.

Point: I think one more feature should be added.Lokpal should recover the total amount of money from the corrupt person which were acquired by them.As today we see that the corrupt leaders are behind bars after making thousands of crores but the money is not recover. So it should add this feature.

Point: Hello, well in my belief the proposed bill will make a mark in the name of reforms in our country provided We the people of this country are completely aware of its roles and responsibilities and ascertain ourselves to work against even the minutest state of corruption happening around us. But also as a matter of fact we need to realize that this bill is no magic wand that the moment u swing it, all the dirty hues go away, we need to be patient and wait for the long term gains to us and our economy as a whole

Point: A sound mind in a sound body...We all heard aboud this proverb. A strong system in the country will always have better effect. It is real fact we are seeing in india corrupters are escaping from case due to their own money power and influence. Hence it is very must to india to have an independent Body to handle the situation in the right way so that it should protects ones right, and truth.

Point: we should understand that present version or any other version of lokpal , howsoever it may be perfect will not act like a magic wound as it is intended to be. corruption is a collective term in itself and i feel if you are doing something for yourself in such a way that ultimately effects the nation in a negative way it is corruption .Even 1 percent of proper implementation of current bill have huge impact. And yes it will only be he first step

Point: Lokpal Bill that has been approved by the Parliament this December is a skewed version of the original proposed bill. The common citizen has very feeble role. But still if it functions the way it is meant to, it can have some control over corruption. The powerful people of the society always get away with anything illegal or criminal. The present Government is promoting the Lokpal bill the most so ironically, whereas all the corruptions have crossed the all time limits during their ruling period. But in my view something is better than nothing, probably our dear activist Mr. Anna Hazare thought the same thing!

Point: i think it is good to introduce lokpal bill but my point is that we are the people who are responsible for corruption in our society and thus in our country..if we became determined to eradicate this corruption then i assure you all that day is not far behind when india will be a dominating country over the globe..and if lokpal is introduced effectively all corrupted politicians will be behind bar and thus there will be hormony all round the country...

Point: According to me introduction of the Lokpal bill is a very judicious step as it aims to address the public grievances, and tends to minimise corruption. But the success of Lokpal Bill is verily dependent on the elected members of this body.If the elected members are competent and honest, then the Lokpal bill would be a boon for us as it would reduce corruption to a great extent.

Point: Hello friends, according to me corruption is not only in our activity it is also in our mind. Take an example in schools when students are given some monetary responsibilities in Saraswati puja or GAnesha puja or in any feast they try to spend some money for their own purpose from school fund. Corruption starts from school. So from childhood we should be taught about how to keep ourselves away from this disease.

Point: Lokayukta will be made of people and no saints. Is there any certainity that those incharge will not give up their principles in the long run. No there isnt. The fact is Corruption is rooted deep into not only our government but our also lives.Making policies wont be of much help unless and untill we stop indulging in malpractices.Laws already exixts, they are just not followed. Moreover Concentrating power in the hands of few is not wise.

Point: The Lokpal bill definitely introduces many welcome changes into the system. Every effort must be taken to root out corruption which has become a widespread malaise in India. However granting so much power to one body will lead to it becoming corrupt and autocratic over time. There might be many wrongful accusations and clearing up these in the courts will waste a lot of time and money.
